Abstract

Ecological civilization construction hinges on the restoration and sustainable use of territorial space. The United Nations' 2021-2030 Decade, with its focus on large-scale restoration and ecosystem protection, aligns with the global consensus. China's 2015 Program for the Reform of the Ecological Civilization System, categorizing land into "mountains, forests, fields, lakes, and grasses," provides vital guidance for national land space restoration. However, challenges persist. Sectoral interests often overshadow integrated planning, particularly in balancing ecological protection, arable land preservation, and land development. Restoration principles remain unclear, relying on the broad principle of land suitability, failing to address the complexities of changing land attributes
