DOMESTIC VIOLENCE IN ESTONIA: THE ROLE OF THE STATE AND THE PROBLEM OF PUNISHMENT
Abstract
Domestic violence is a serious problem in Estonia, with the number of cases on the rise. The current legal framework for preventing and combating domestic violence is inadequate, relying primarily on punitive law. This approach is not sufficient to address the root causes of domestic violence, which are complex and multifaceted. This article argues that a more comprehensive and systemic approach is needed to prevent and combat domestic violence. This approach should include a combination of punitive, civil, and administrative measures, as well as measures to address the underlying causes of domestic violence, such as gender inequality, poverty, and lack of education
